On Thursday, Nov. 19, 2026, attorney and homelessness prevention leader Winter L. Torres will be in Questa to lead a community discussion about tenant rights, changing rental policies, housing access and affordability in Questa and northern New Mexico.
This free presentation will take place at the Questa Library from 5:30 to 7 p.m. and is open to the public. The presentation is part of the Questa Housing Speaker Series made possible in partnership with the Questa Economic Development Fund, the Taos Housing Partnership, and the LOR Foundation. Refreshments will be provided.
Torres will present information regarding:
- Tenant and landlord rights and responsibilities under current New Mexico law; comparing local laws to national norms and those in other states.
- A new statewide tenant service of Community Justice Workers – expected to come online next year – who will provide legal advice and legal representation to low-income households that cannot afford a lawyer or for those who live in rural areas where few attorneys are available.
- Preview housing and homelessness-related legislation expected to be addressed during the upcoming Legislative Session.
“It’s crucial that we address housing and homelessness for rural New Mexicans, too—not just for those living in Albuquerque, Santa Fe, and Las Cruces. For instance, I bet almost no one knows that there’s usually no lawyer in the courtroom for most evictions outside of Las Cruces and Albuquerque,” stated Torres. Plan to attend to learn more about your rights.
Join Torres for this informative presentation. She will be available for questions around evictions, landlord relationships, homelessness, and more, and will provide information on resources that can help address these critical issues in northern NM.
