The Town of Red River proudly announces that Max Khudiakov, Director of Economic Development & Tourism, has earned the Certified Economic Developer (CEcD) designation from the International Economic Development Council (IEDC), the leading organization for economic development professionals.
The CEcD designation is a prestigious acknowledgment of skilled and committed professionals in the field of economic development, establishing a benchmark of excellence within the industry. It is held by fewer than 1,250 professionals worldwide and is recognized as the gold standard in the profession. There are 22 active CEcDs in New Mexico.
To attain this designation, candidates must successfully complete a rigorous and comprehensive examination process, consisting of three parts administered over two days. The exam assesses a practitioner’s knowledge, proficiency, judgement,
and critical thinking across the following areas of economic development:
• Business Retention and Expansion
• Finance & Credit Analysis
• Marketing and Attraction
• Strategic Planning
• Entrepreneurial & Small Business Development
• Managing Economic Development Organizations
• Neighborhood Development Strategies
• Real Estate Development & Reuse
• Technology-Led Economic Development
• Workforce Development Strategies
• Foreign Direct Investment & Exporting

Khudiakov has served as Director of Economic Development & Tourism for the Town of Red River since 2022, leading initiatives in business retention and expansion, downtown revitalization, workforce housing development, tourism promotion, and infrastructure investment. His leadership has helped secure over $5 million in grant funding and earned multiple professional awards at both national and state levels.
Khudiakov also serves as President of the Enchanted Circle Marketing Cooperative, fostering collaborative economic and tourism development across Northern New Mexico.
